Kettling seems like a tactic used to provoke crowds into confrontation. I understand the need to get control of the situation, but it shouldn't come with the cost of inciting protestors.

They're not protesters they're rioters. There is a huge difference.

They are not rioters. If anything more than a tiny minority of the crowd consisted of rioters the damage would be astronomical. Kettling huge numbers of protestors to contain a tiny number of rioters is a recipe for disaster.
