Do you actually think they signal with spoken language to a vehicle approaching them, White Rose? Have you ever seen a police officer or construction flagman signal moving traffic by talking to it?
The sole responsibility for the girl's death lays with the motorcycle driver, not the person who fired the shot. Much conscientious thought (based on experience), has gone into whether warning shots should be fired into the air or the ground. There is an inherent risk in either method.
